I lived in an upstairs apartment a while back that had a gas stove/oven (it only required a 120v standard outlet for the igniters and oven light) and a dishwasher. I had to supply my own fridge and washer and dryer.Maybe it's a Québec thing. Not europe, but we always have to be different.
Some have them included, some dont, but rarely are they built-in unless it's a custom made kitchen. You just plug them in, and when you change for a newer one, pull them out and exchange for another, easy-peasy.
Did I mention it was an upstairs apartment?
I've never lived in an apartment where I had to supply my own range, but I've never lived in one where they were hardwired, either.
