Hmmm, now I am queation it. A sounds "natural" but an would be "grammatical."
Would it? I thought the rule was to use "an" before words starting with a vowel unless the vowel is pronounced like a consonant. So "an understanding" (soft u) vs "a union" (hard u, pronounced like the "y" in "youth") rather than "an union."

It's just based on what it sounds like.

For example, "An honor".

I guess it is based on the sound more than the letter. I always just think of it as the letter though over the sound.

Is it true that South Yorkshire is called the People's Republic of South Yorkshire?
That was the nickname for South Yorkshire County Council in the 70s and early 80s, until Thatcher won the election in 1983 and the Tories broke it back down into the separate Sheffield, Rotherham, Barnsley and Doncaster councils.

Certainly used to be, and after the recent election, it has a fair claim to that name again. My family is from there, and I grew up just to the south.

Public transport (which was publicly owned) under the SYCC was quite possibly the cheapest in the country - so cheap that the apparent plan was to eventually just make it all free to use. Then Thatcher came along, disintegrated the SYCC and deregulated the bus services.
