There is a more Trumpian explanation: he hopes to grab credit for saving lives. If his Plaquenil gamble pays off, he'll factually be able to show that he was pushing it all along, and if it doesn't, he can claim credit anyway because it looked like it would work and "what have you got to lose" trying it? He knows he can brag about it either way and that's the payoff for him: bragging.
I'll stick with the money angle. He's used his office to make profits off his properties from the beginning. He refused to divest. Now he's talking about himself overseeing the disbursement of 500 billion dollars. He ran Trump U to take people's money, etc.

He extorted Ukraine. [ETA: not actual money, but the next best thing]

He's a little more complicated than "Hey, look at me!" even though he does do that all the time. Not much more complicated. Actually, I'd say he's fearless when it comes to looking like an idiot.

If he wanted to claiim credit for things that had the potential to work he might try to do something about PPE, but no. The states have to compete with each other and FEMA. Nope. There's a specific reason having to do with Plaquenil that made him choose that.

He's just as corrupt as the R's who forced Wisconsin into an election yesterday. He likes money. Doesn't know how to manage it, but he likes it.

The real alternative explanation is because Tucker Carlson told him to say it. That gets more complicated. I think Carlson said it as a way to continue minimizing the severity of the problem. Trump seems to rely on FOX for a lot of the speechiness stuff he has to do though not for all of it.

Meanwhile, whether the drug works or not has nothing to do with Trump. It would be a bug though if it does.

The only logical explanation for Trump saying anything about some drug is that he is hoping to make money off it. What does he say if states need PPE or whatever? "Meh." Nothing in it for Trump.

He is probably taking it and has convinced himself it works. Remember he is a big germaphobe.

Things are worse than anyone suspected. Apparently, not only was Trump not doing anything here to ramp up production of medical supplies that could have saved thousands or even tens of thousands of lives before we're done - he had the Federal Government ramping up exports after being informed we'd be hit hard.

The following is a synopsis of a report that Katie Porter just released:
America last: Rep. Porter has receipts showing Trump chose a quick buck over American lives
This is the full report:
Everyone But Us

Daily Kos said:
But while Trump’s incompetence and criminal negligence has been well covered, Porter’s team has analyzed “previously unreported government trade data” that paints an even darker picture of how complicit in our country’s misery Donald Trump is. According to the report, the United States was not simply ill-prepared for the coming pandemic—they were actively making big money depleting our medical resources, making us even less prepared: “The value of U.S. ventilator exports jumped 22.7% percent from January to February.”
And it wasn’t only ventilators. Porter says her team “found that in February 2020, the value of U.S. mask exports to China was 1,094% higher than the 2019 monthly average.” Think about that every time you read a pick-me-up story of some designer creating PPE masks for ER staff, or some grade-school kid donating their mask. And to be clear, during this same time the U.S. imported fewer PPE and cleaning supplies, as well as fewer ventilators.
Please make sure people hear about this. I only found it after I posted about liking Porter for VP and started googling her.

Oh yeah, that news came out awhile ago. He probably wanted to brag about helping other countries.

I don't see how it could possibly work against a coronavirus, or any virus for that matter. One part is an antibiotic - not effective against viruses - and the other part treats infection by a single-celled parasitic organism, which is not a virus. If this treatment has ever worked at all, it is because it treated a bacterial infection that developed alongside the COVID-19 infection.

Pharmaceuticals aren't always so specific that they only affect one organism. The problem is when non-researchers get their grubby little hands on preliminary data and inflate hopes and expectations.
