They should be a bit stronger than that. Wave enough money around and you can get prescribed anything. People that are using it for non-covid reasons it is used for are front of the line. Next are approved studies. Third is directly to hospitals if they want to use it. That is all.

It’s a case of the enemy of my enemy is my friend, like the USSR and US during WW2. Never Trumpers (and there are a lot) loathe Trump as much as I do. The only logical explanation for Trump saying anything about some drug is that he is hoping to make money off it. What does he say if states need PPE or whatever? "Meh." Nothing in it for Trump.

Meanwhile, whether the drug works or not has nothing to do with Trump. It would be a bug though if it does.

There is a more Trumpian explanation: he hopes to grab credit for saving lives. If his Plaquenil gamble pays off, he'll factually be able to show that he was pushing it all along, and if it doesn't, he can claim credit anyway because it looked like it would work and "what have you got to lose" trying it? He knows he can brag about it either way and that's the payoff for him: bragging.
