Actually, what laws were the calls under? In DC only one party needs to be aware of the recording. I forget what it is for VA and am not sure if the navy has one.

These memos were apparently circulating in the White House while Trump was assuring anyone who would listen that everything was under control and there was no danger.

the emergence of the memos from such a senior aide within the White House will make it much more difficult for Trump to claim – as he has done on multiple occasions – that nobody was able to predict the severity of the disease. As the pandemic has swept across the country, the president has come under mounting criticism for having done too little, too late in response, leading to mass shortages of diagnostic testing, protective gear for frontline health workers and ventilators for the very sick.

What kind of PR folks do they hire in the armed services? One could get the impression they just nominate random folks to that duty...
Probably people who are inclined to obey authority and forget not everyone is so obedient.

That might explain it but they still should know about the Streissand effect. Or they might know it and disagree with their stupid command and try sabotaging it by "Dienst nach Vorschrift"* - In which case I salute them.

*funny protest form devised by German civil servants who are forbidden to go on strike: sums up to "do exactly as ordered, nothing more, painfully follow chain of command, laws and guidelines to every letter" roughly translates as "serving as commanded" or "serving according to the rules"

Donald Trump's drugs 'to help Boris Johnson' not tested against coronavirus

None of the treatments the four US “genius” drug companies that Donald Trump claims could help Boris Johnson recover from Covid-19 are clinically tested for coronavirus or available on the market, it has emerged.

Trump said he had spoken to four companies working with the US government yesterday and had asked two of them to “contact London immediately” about assisting with Johnson’s treatment.

Downing Street has indicated it does not wish to take up Trump’s offer of experimental drugs.
Despite my views on British politics in general, I have to say I don't think it's quite proper for Trump to try to volunteer our PM as a guinea-pig for untested drug treatments, no matter how "genius" the President, who is himself, of course, not only a genius but a very stable one, too, considers them.

Not quite as bad as this, but getting there

I think the phrase in English is "work to rule," which was a common tactic amongst British trades unions during the 1970s and 1980s.
That’s the one in use out here in the frozen colony. Do not know if the yanks or the upside down colonies also use that.
