One small problem with that idea - coal is flammable. This wall of coal is in an open pit mine, but a border wall would burn just as well. And yes, I know you were making a joke.

I've lived with coal fires. One making them is a pita, see above. Two shoveling out the ashes every morning so that you can build a new fire is a pita. Three I have sat right in front of a coal fire and still been able to see my breath. Four if you touch coal your hands get black, ditto your pants or the carpet.
