The pair were at the Courtney Campbell Causeway west of Ben T. Davis Beach around 8:30 p.m. local time when two groups of people started arguing over jet skis being driven recklessly near where children were playing in the water, Johnson said. Members from each group opened fire.

"The grandfather of the young man that was shot grabbed him and pulled him into the truck when they heard the gunfire going on," Johnson said. "They were inside the vehicle. A round went through the vehicle, hit the grandfather in the finger and the young man in the head."

Deputies found the suspect near Torrey and Rause Rancho Roads, armed with a handgun.

"When deputies attempted to contact the suspect, a lethal force encounter occurred and the suspect was pronounced deceased," read an update from the sheriff's department. No deputies were injured.

Dylan Picard, 22, has been charged with second-degree murder in the Sept. 7 slaying.

Daniel Spaeth, 37, was attempting to slow traffic near his home to help the animals when he was shot on Sept. 7, according to the Snohomish County Sheriff's Office.

His wife, Allissa Beckman-Spaeth, told authorities that she and her husband were in their driveway slowing northbound and southbound traffic. She had her back turned to Spaeth when she heard a "pop," court documents state.

When she turned around, she saw her husband in the roadway with a gunshot wound. Spaeth had been shot in his chest.

Picard told investigators that as he was driving, the car in front of him slowed. He said a man and a woman were in the roadway and he saw the man yelling at the car in front of him and hit it with his hands, according to the affidavit.

Picard reached for his gun because he was scared, and as the man approached his opened passenger-side window, he said he fired one shot to scare the man and woman. He said he did not know if the shot hit anyone, the documents state.

Sounds like a dumb kid who had no conflict resolution skills so he reached for his gun... and if it was supposed to be a warning shot, how hard is it to fire straight into the air??? Ruined 2 lives. I bet he'll try to plead "self defense." If you want to get away with murder in the USA, don't be a fool who tries to cover up evidence, just claim you were defending yourself and numerous people will accept that uncritically...

I wonder why Nevada is so high? Is it just that big of a problem or is it warped by their high tourism? Lots of drunk fools who came just to cause trouble might be a big problem... Looking at that report, it appears to me that the states with the highest crime rates are mostly Republican controlled. No wonder Republicans perceive that crime is going up; it is (in their states). I suspect that it's due to the incompetent (even malevolent) governmental stewardship of public safety that is inherent in the GOP's love of harsh policing, liberal gun laws, and suppression of women's rights.

22 is still pretty young, but you're right that America has a lot of much older people who are just as immature and worse because they have guns. The gun culture is one of my least favorite things about my country since it exacerbates many of our other problems...
