he's just gonna delay payment until he can find someone else to screw over and use the money from them to pay this off and start another case with the next person...
If he wants to appeal he has 30 days to post bond for 120% of the fine.

It's a great demonstration of the American contrarian backfire effect. As evidence against him piles up, his supporters are just more convinced.
