This may be the result of generator feedback caused when people forget to disconnect their mains.
That works great & isn't very expensive in large flat areas. If you live in a mountainous area like where I live it's impossible. Winding roads between high rocky timber covered mountains & along curving rivers don't allow for wires to be placed underground. Throw in a string of very small towns & there's no reason a power company would even think of spending that kind of money. Everyone here watches weather forecasts & if it looks like heavy rains, snow or wind then plan to lose your power. And plan to be among the last to get it back as most of the repair crews work on outages in heavier populated areas before they get to tiny remote towns.90%+ of our electrical power grid is safely under the ground.
It is a bit more expensive, but we have very little outage because of the weather.
You can cook the thawed meat/foods then refreeze them. You can even refreeze previously frozen meat if it was thawed in a safe manner (i.e. slowly in a cold environment and not on counter).It's getting above 0F during the day now and we're even looking at 40's next week, so everything is fine now.
Except that I now have to pig out on all the frozen stuff I've been storing in my car trunk. Anyone want a peperoni pizza and some chicken? Well, OK, if all my meals include meat I'll be fine before any of it spoils. At least I got it all at half price, even if I'll be feeling loagy most of the week.
