A reporter on NBC who follows social media said there was plenty of online planning for the Jan 6th attack. There were T-shirts made, forum discussions of whether to harm the Capitol security, etc. It would have been easily found out if organizations like Homeland Security bothered to monitor the chatter. So it seems either the organizations have been so hollowed out they couldn't, or they were ordered to ignore it from above.
Pelosi talked with the Chief of the armed forces and announced today that they have procedures to prevent Trump from launching a unilateral nuclear strike. Pentagon lawyers will have to approve that such is not an illegal order, she said this morning.

If you mean in the Senate, it is currently 51-48 for the Republicans. Perdue's term ended already. Loeffler's will end when Warnock & Ossoff take the oath of office. That will leave the Senate tied at 50-50 with Pence as the tie-breaker until Jan 20th. At that point Kamala Harris will replace Pence, and California Secretary of State Alex Padilla will replace Harris. It will still be 50-50 but with Harris as tie-breaker.

One executive-level decision that *has* been made is telling all the political appointees to submit their resignation letters. This normally happens earlier in the transition, and allows the incoming administration to decide who to keep on and who to replace. In his usual "can't be fucked to do the job" approach, Trump hadn't until now. If he had never done it, Biden would have to remove appointees afterwards, delaying getting new people in place. I can imagine someone putting the order in front of Turnip and telling him to sign it now, or else.
