If you read news articles on the same (non-popular) subject, you'll see they all follow either the original breaking story, or the AP story, with just enough edits to avoid plagerism. Really, it's just a slightly higher level of copy/paste. The editor might assign a word count for the story, which usually leads to padding and restatement if high. Rarely, the journalist will get some quotes from a local source to pad it out, but with the deadline pressure most journalists are under it's no wonder that ad copy is more thought-out than any journalistic output.
