I came across something related to that on Twitter, except the person said they were going to mass-report LGBTQ+ accounts to try to get them banned. Would Twitter ban people who weren't breaking TOS, just because a bunch of assholes claimed they were?

Yes if they're lgbt, POC or otherwise left-wing accounts.
