Both!!!! IT'S ALWAYS BEEN BOTH!!!
"Institutional investors" include things like investment funds, pension funds, and charitable endowments. They don't generally borrow against their holdings. They are assets held in trust for someone else, and so are not supposed to take undue risk with them. Borrowing against investments increases risk, because the investment can do down, while the debt does not.But about 80%, as I understand it, of US stocks are owned by institutional investors -- pensions funds, insurance companies, banks, charitable trusts and so on -- and no matter who owns them, stocks and shares represent assets against which you can borrow.

Nearly a million Floridians have already voted. Once they vote, you can't change their minds and make a difference afterwards. If it's any consolation, this last COVID escapade of his where he had to go out in his limo and wave at people and then leaving the hospital early has really hurt him with senior voters. People I knew who never gave up on him are now saying they're going to vote for Biden! A whole bunch of old farts in Florida have finally woken up! (I'm an old fart but I was already awake).

Analysis: How Trump's losing among seniors at a historic rate
Former Vice President Joe Biden has jumped out to an 11-point lead over President Donald Trump in CNN's poll of polls. While Biden is doing better with pretty much all groups compared with 2016 Democratic nominee Hillary Clinton, one group jumps out: seniors.www.cnn.com
That is, like, so deep, man.Trump will be Trump, Pence will be Pence, Biden will be Biden and Harris will be Harris.
Yeah, Trump pretty much pussed out and decided he didn't want to play in a format that could easily mute him when it's not his turn to speak.Anywho, the Commission on Presidential Debates has scrubbed the 2nd debate in Miami. So so.
Since now more than ever, The Donald seems to be reprising his Greatest Hits, he was expecting to intimidate Biden physically at the next debate and doing the debate as a virtual one makes that impossible. The second debate was to be in a town-hall format, which would have allowed Trump to stalk Biden the way he did Hillary Clinton. Although Trump's ratings vis-a-vis Clinton's went down after each debate, given that he enjoyed trying to intimidate Clinton and views the attempt as a success, he sees no opportunity for a similar success in a virtual second debate. Poor Donny.Yeah, Trump pretty much pussed out and decided he didn't want to play in a format that could easily mute him when it's not his turn to speak.
