Maybe someone did that and Trump got wind of it. Then instead of doing the sane thing and asking back "Wait, how the F* can you use soup as a weapon?" he just assumed the cops got hit by soup... because, you know, once the vulkture Pence realizes Trump is not the omnioscient Messiah he would eat him?

Hard to tell what's going on in that head but that's my try of a plausible explanation.
