This thing was in its early days a common sight, because Twitter was so unreliable. Well, until the Sight Reliability Engineers team (SRE) was built, which improved things a lot. This SRE gained quite a reputation in the industry.

Guess what: Musk fired 80% of that teams staff. Wise choice, Elon, we're proud of you! Furthermore Musk wants to save 3 millions US$/day on server costs by shutting off infrastructure.

Also Twitter was a company where much stuff was only documented in the head of its programmers. Programmers, where Musk fired quite a good amount of important ones. So overall Twitter veterans now do expect that over time the platform becomes more unstable, with an increasing risk of longer failures again.
