I'm with you on that sentiment, but we don't have enough information to apply it to this photo. There's no way to know whether or not they're separated from their mothers or how old they are. To me, they look about right for adoption, keeping in my mind that they're Corgi pups and may look smaller than their true age.

Just going by the Corgi pups I posted, these look older to me. They may not be separated from their moms for good, either.
