I'm not sure why you're attempting to translate Trump.

Miami is not a "haven" for anyone from South Africa, whatever they may, or may not, be fleeing from. It's apparent Trump realized his mistake when he switched to South America mid-blather. And while I'm sure there's appreciable numbers of South Americans who fled from Communist oppression in their country - in the 80's? - Miami and Southern Florida as a whole is UNDENIABLY known as a haven for Cubans fleeing Communist rule (I mean the reasons are a lot more complicated than that, but if Trump had said that, I'd have to give him a gold star).
