Surely there is a middle ground of intelligent, socially aware, culturally aware, and rational part of the population along with a neutral means to locate them.

Get yourself one of those GED civics books about the Constitution and government. Read it. Learn how the system we have came into be, and how our Constitution defines how our government works and how it has evolved over time.
We don't have a parliamentary system with coalition governments, so essentially that's how it works. You want a parliamentary system? Good luck with getting that in a polarized nation.
