They closed the company down a few days later, rather than pay the fines. I'm not sure that will help them.

It won't; they tried to argue this in court, and the judge just brought up the fact that even if the company is dissolved, the records would still be in somebody's possession. He has said that he will begin applying the fine to individual "former" company officers if necessary to get compliance.
