As this article points out, there will probably be lawsuits coming.

Further, the U.S. Supreme Court in 2019 upheld a ruling (Martin v. Boise) banning communities from enforcing anti-camping laws in the absence of sufficient shelter beds. The court found that such laws violate the Eighth Amendment protecting citizens from cruel and unusual punishment.

Here? When he took over as mayor, they removed the bars the previous [corrupt] asshole had put it, down town. He's also put in porta potties in at least one of the areas we get homeless - which is right in the center area of the main road downtown. To be fair, I suspect he's an old school republican, but he's been a good mayor, its a shame his own party drove him to retire from politics.

KNOXVILLE, Tenn. — Grace Christian Academy responded after a video shared on social media Wednesday showed a student wearing a white hood commonly associated with the Ku Klux Klan while shouting a racial slur.
The video starts with one person unfolding a metal chair that shows Grace Christian Academy's logo, with ambient music playing in the background, along with another person's laughter off-camera. He then ushers another person into the room, telling him to sit down.
In the video, this person was wearing a white hood and carried a wooden staff with a container of what appeared to be hardwood floor cleaner.
A person off-camera then screamed and commanded the person wearing the hood to talk. He shouted "who do we hate?" before screaming a racial slur. Throughout the video, people off camera are heard cackling and laughing.
