Russia was never a democracy as we know them in Europe.
It was always lead by strong rulers with a small inner circle of influential (rich) people backing them up in return for favors.
There is no real structural opposition that could take over and organize free elections.
So most likely the harsh corrupt ruler will be replaced by the next one in that case IMHO.
