This was true in former times, today it is more kind of a "yes and no" at the same time.

Due to shale gas drilling techniques the USA became the biggest oil producing country, before Saudi Arabia and Russia. But due to the fact that the USA don't have the refineries needed to process their own gas, and are too lazy to build such, they still import oil from the Middle East and became a big net exporter.
