Yep, that's it. He thought he'd ride to the rescue, metaphorically speaking, cure thousands of patients in states he hasn't a chance of winning normally, and bonus, get to humiliate their governors (in his mind' at least). While there have been doctors in other countries who treated large groups of patients with it and had a lot fewer deaths, their accounts weren't controlled studies, and it's a lot more complicated than it looks in Star Trek (one hypospray and poof , they're cured).
There might we'll be good results if administered properly and monitored carefully, but not on the scale he thinks and not all at once the way he'd like (for dramatic effect).

I long for the day he makes one of his suggestions to someone and they tell him his ramblings are fucking stupid and endangering lives. Their oath is not to him as a person, no matter how much he thinks so, it is to the country. He would fire them on the spot of course, even if he does not have the power to do so.
