When the president is moved multiple routes are planned.The official explanation for Trump's failure to attend the cemetery yesterday is that the helicopter Marine One couldn't fly there in the rain and that it would have meant closing all the highways around Paris for his motorcade to drive there and back.
It's news to me (and probably to the pilots of Mountain and Air Sea Rescue helicopters, Air Ambulances and Police helicopters, too) that helicopters can't cope with rain, but I can see that they might want to take special precautions when flying the US President around.
However, I cannot believe that no one, when they were planning the visit, thought to draw up workable contingency plans, and agree them in advance with both the President's security people and the French, in case the weather was poor -- not exactly unexpected, after all, in northern France at this time of year.
The simplest explanation is that he simply decided he didn't want to attend -- he was tired from the flight, and in a bad mood about the elections and whatever else is bothering him (the thought of what the Democrats in Congress will do to him over the next two years, or the danger of Donald Jr getting his collar felt by Mueller in the near future, maybe), and just announced he'd rather spend some "executive time" in the warm, out of the rain, playing with Twitter and watching cable news.
