So far I'm in the grey about it. I'm observing very very very few glitches. Probably the worst 2 being a character glitching in an elevator and one wall-clipped fight. Updating graphics drivers and the hotfix has made it possible to run on Medium graphics on my 980.
Maybe it's too early to say, having only gone part way into chapter 2. NPC interactions are totally flat. The crowds are nice and full but the only times anyone responds to me is when I bump into them, shoot a gun, or enter their cone of aggression. It seems like nothing happens beyond the script. I was expecting to see turf wars or at least random border battles, considering how hostile the gangs seemed to be. All I've seen so far are muggings, police shootouts, and "organized crime". "Organized" as in run'n gun through a hallway into a warehouse. Kill everyone, click the blue thing, done.
I've done a run of 'social experiments' to see how deep the AI goes.
Single act of violence: A radius of passive NPCs run, duck, and cover. Never to move again.
Killing spree: Just add police. Wanted star system.
Facing random passive NPCs: Nothing.
"Talking" to random passive NPSs: Pretty much nothing.
Hovering around police: Nothing.
Facing down police: Hostile. FINALLY!
Public nudity: Nothing... Really? Even perma-undies in Bethesda games garnered AI response. Yet, this game offers 4 kinds of ding-ding, and it's just... there. Not even a no-reason boner. (

It's pretty enough on a 6 year old built PC (Jeebus this video card has 9 lives). But, I'm having a tough time finding significant story branches. Passive AI isn't much more than walk, sit, or stand. Side missions so far fall pretty flat. Driving a vehicle is atrocious. Dialogue options barely go beyond 'next'...'next'...'next'. Maybe it gets better. 30 hours in, so I figure I've seen very little of the game so far. But, I'm not really seeing anything I haven't already seen in a couple GTA games.
