The article acts as though Biden will personally be pursuing a case against Trump. That really isn't the case, at least for now. It is NY and they've been developing that over quite some time now. Whomever Biden appoints AG may or may not pursue other crimes and that could be seen as Biden pursuing Trump. People probably won't make that distinction, though, because Trump is going to squeal like a stuck pig that he's being persecuted by Biden.

What I expect the Justice Department to do is what they always to with mob bosses, and in fact had already started - start with the little fish and work your way up to the big boss. By the time NY State is indicting Trump, the DoJ will be going after various Trump appointees, campaign employees, etc. and it will be a couple of years before they work up to the Trump family. By that time the NY cases should be finishing up. Along the way they will be exposing all the illegal stuff Trump did while president before actually going after him personally.
