I'm prepared to be corrected, but I'd always understood that the whole Octobriana comic and its background (in particular the P.P.P) turned out to be a hoax perpetrated by Petr Sadecky himself.
I'd not heard that. I came across them as a teenager in the 70s, when he first published the hardcover book about them.
