I got to visit the Air Force museum in Dayton once and had the same experience there as I have looking at that picture. (I'm pretty sure I saw that very thing, since that looks very much like the interior of the museum.)
It was like I was in a recursive loop of,
1 PRINT "Holy crap, that's amazing";
2 PRINT "Holy crap, that's a horrible, ruthless machine for making people dead";
3 GOTO 1;
Then you walk into the hall with the ICBM's and the loop just gets more intense.
Well, the A10 is specifically designed to take out armored vehicles, AKA tanks.
And to use it, you need pilots, mechanics, airfields, fuel depots etc. Not to mention the deleted uranium rounds it uses for ammunition, which come from nuclear power plants. So it sits on the top of the entire industrial base of a functioning country, complete with colleges, infrastructure, factories, power plants etc.
The same thing goes for tanks, of course - albeit on a slightly more limited scale. And those are designed to take out fortified positions.
I think the A10 costs about $18 million per unit. Not sure if that's pre or post inflation, but for the same amount of money, you should be able to purchase about 28,000 M16 rifles. Again that's without ammo - so let's say one A10 equals 14,000 M16 rifles plus ammunition.
But when you have 14,000 assault rifles, then you also need 14,000 soldiers. And unlike A10s or tanks, light weapons aren't well suited for going up against tanks or fortifications - they're made for eliminating soft targets, like soldiers or other people. Warlords in Africa and elsewhere found an easy solution to that problem: just raid some schools, kill the teachers, kidnap the children, sell the girls as sex slaves and turn the boys into child soldiers. You have no need for a stable society, so while you're at it, you also destroy farming equipment, bridges, the power grid and so on to make sure you have a constant influx of new recruits.
So while the technical specs for the A10 sound impressive, the real killers are the small arms and light weapons, which is why it's so nefarious to flood a conflict zone with these types of weapons.
