I saw this on the news last night - absolutely horrible. Then again, based on our recent election, the majority of Americans think this kind of racist shit is ok, so long as we have a good economy. I don't even know what to think about the US right now. Obviously, the entire soul of the nation has been commercialized and everything is "all about the Benjamins". I'm just very sad and very angry.

Rosing previously pleaded guilty to four counts of fourth-degree assault, one count of disorderly conduct, and one count of public intoxication. Vanmeter handed down a 12-month sentence for each of the assault charges, with the terms running concurrently, meaning at the same time. In addition to her incarceration, Rosing was also ordered to pay a fine of $25 and complete 100 hours of community service.

I think you are correct. She'd need a pardon to get away with it at this point. ...and oddly enough, their governor is a democrat so a pardon seems unlikely.

She was sentenced in a state court, though, not a federal one. The president can pardon only people convicted in the federal system, I thought.
