In the article I guess he pointed to an observation Biden made that the ratio of Americans who are white is decreasing due to immigration and decided it wasn't just an observation but an announcement of policy.
Carlson and other conspiracy theorists like him operate on the logic that any
future negative effects that come from, or that they can imagine coming from, some thing or event that is happening now must have been consciously planned for by whoever caused that thing or event to happen, no exceptions. If the 9/11 attacks eventually led to the US bombing Afghanistan, then whoever planned and committed the 9/11 attacks
must have done it because they wanted Afghanistan to be bombed (and therefore Bush did it). If a school shooting (take your pick) eventually leads to tighter gun control laws, then that school shooting
must have been made to happen by someone who wants tighter gun control laws (and therefore Obama). And if immigration is reducing the relative percentage of the the country that is white, that
must be the positive intent of whoever is setting immigration policy (Biden), or even just anyone who says out loud that a lower percentage of white people in America isn't necessarily a bad thing. To them, there's no such thing as unintended consequences.
