The way you describe the German head of state, it honestly does not sound much different from how the US President is supposed to function.

It's our massively partisan nonsense that has the President acting more and more, because of corruption or because Congress refuses to actually do anything.

The Bundespräsident (direct translation would be Federal President, so German head of state) cannot issue executive orders; the US president can. This was a direct consequence out of the late time in the Weimar Republic, when its demented president Hindenburg - who could issue executive orders under national emergency - abused this power to a great length.

The Bundespräsident is not head of the administration, this is our Chancellor. The American president also is head of the government.

The Bundespräsident is not commander in chief nor has a veto right in laws, both powers the American president has.

The Bundespräsident can get removed in case of bad behaviour by our supreme court, the US president needs an impeachment.

So they are very different. The US president wields far more political power than the Bundespräsident does.

America is up and foremost what we do call a presidential democracy, while Germany is a parliamentary one.
