Not on purpose, no. But like, in that video it's clear that it's just something he personally believes, not something that he knows from being president or whatever. But the reporter doesn't say that of course when he asks goldfish-brain about it so Trump doesn't know, he assumes Obama must've said it with authority. So Trump does what he does and immediately tries to pretend like he totally casually knows about it, too. "Well yes but that's classified, he shouldn't be saying that" - lol, dude gimme a break.
