Outrun was a game where you drove a red convertible cross-country through different regional zones, while trying to make it through each zone in a limited amount of time. It was a "racing game" but you weren't racing any other cars, just the clock, although there was a lot of innocent traffic that you had to dodge. There was a neat thing where at the end of each zone the highway split and you took the right or left fork to enter the next zone and all of the zones were environmentally distinct, which gave the game some replayability since the next time you could make different choices and drive through different zones. But there was no plot or backstory to the game at all, you were just driving.
Which makes the idea of a movie really stupid. Because it's just going to be another cliche car-movie with a totally arbitrary plot, and literally the only connection to the game you could even possibly force beyond the title is like...adapting the game music?
