While Argent can speak for himself, of course, I suspect he was wondering why the chap was able to drive round with his van windows obscured in this way, not suggesting that this be added to the indictment.

I don't think he was driving around much. Apparently he was living in the van, and working pizza delivery, which is mostly nights, so it would be hard to tell the windows were obscured.

I think you are misunderstanding my point. I don't think this is the case, just saying that just because someone is registered to a party does not mean they -are- of that party. My mom identifies as a Democrat, regardless of what her voter registration says.

When I first registered to vote, my parents urged me to register as Republican, because the Rs ran the county then, and they thought it would help me get a civil service job. My distrust of the whole system was such that I got stubborn and registered independent, but if I had given in, I'd have voted for few, if any, Rs over the years (thei party's anti-choice stance guaranteed that).
Of course, you can't tell the trumpets that voter registration is not absolute.
They're also ignoring the fact that Sayoc changed his a few times anyway.
