Most of the NSA's work is automated. They tap fiber-optic cables and operate big data centers. When someone is targeted, it's because they did something sufficiently suspicious. In this case it was trying to get in touch with Putin's people for an interview. At that point they just keep track of all the communications being made, and in some cases record the conversations. The NSA isn't a law enforcement agency. Once they have collected the data, they turn it over to someone who is (State Department, CIA, FBI, etc.). It's those poor schmucks who actually have to listen to any recordings.
