Along with, one presumes, A big bunch of highly skilled drone operators without enough sense to keep their drones out of controlled airspace and under the radar coverage. Or maybe they have a super-sophisticated science-fiction autopilot system that still doesn't have the sense to stay out of controlled airspace and just can't evade that radar. (Even our most sophisticated military drones still seem to need human operators.)

Because it makes total sense to spend a gazillion dollars to move $500 worth of drugs.

El Paso airspace closure ordered after drone test shot down balloon - US media

Citing multiple sources close to the matter, CBS reported the Pentagon had planned to test new military technology - reportedly a high-energy laser - to practice taking down drones near a military base next to the El Paso airport.

Meetings to discuss the technology's safety were scheduled with the FAA, but the defence department wanted to test it sooner, prompting the FAA - which regulates airspace safety - to halt flights, according to CBS.
