Intelligence is somewhat irrelevant in regards to a narcissist. Their priority is protecting their own ego, their vision of themselves as brilliant, accomplished, and successful. No amount of hard facts based on reality will dent their protective emotional bubble.

Part of learning is accepting there are things you don't know and acknowledging mistakes. Narcissists are literally incapable of doing that, so any native intelligence is never developed with experience.

The first definition of intelligence in Merriam Webster is

which I think Elon is failing at terribly. Brittanica says much the same.

Yeah, we're just quibbling over terminology now. I see intelligence as a raw ability, not something you gain or lose (except through actual physical damage to the brain). If you don't use it to solve problems, if emotional needs override you innate analytical abilities, intelligence doesn't do you much good.
