No idea about the US, but German environment protection law would supersede the parking regulation... non the less I would contact the government agency responsible, because this does not look like a save space and they might have access to specialists who are able to transplant bird nests.

This reminds me of the efforts they made in Ottawa before the annual Bluesfest. A protected bird, a killdeer, halted the setup activities for the event.

They eventually decided to move the nest, but it took a bit of time as they had to move it 1m at a time to keep mama happy.
