Custom smilies?

I noticed when I clicked on my name at the top of the screen, in the menu that pops up, there's an option for "Your custom smilies". What is that, exactly, and how does it work? How do I add custom smilies?

Did the custom smilie feature ever get activated? I can get to the page, but I don't see any way to add them. Thanks!
