Yeah, but Trump was talking about the Republican primary debates, and President Reagan didn't participate in a Republican primary debate in 1984 against Republican challenger Harold Stassen.

Edit: I got distracted and had to hit submit before the last part I was going to add: Democrats had a primiary debate that year: video. Presidents tend to not debate challengers in their own party. Like Ford didn't debate Reagan when Reagan challenged him in 1976.
