Possibly so, but this isn't "an American-led" counterpart to anything. It's a vanity project for Trump, so he can play at being world president for life after he ceases to be US president, and yet another grift whereby he controls the billion dollar membership dues.

I think I recall reading somewhere that when Trunp's father, Fred, developed dementia the family created a fake office for him, so he could still go to work every day and be happy thinking he was taking decisions and in charge of the company while Donald and others got on with running it. This seems a similar idea.
I so desperately wanted and advocated for doing this when Biden won the election before.

Tell the idiot he won, lock him in a fake oval office somewhere, let him do his stupid pretend Presidency off while we ignore him.

Understand, though, that nations are not being invited to serve on his global 'board of peace.' Individual investors are being invited to 'represent' their nations on his global 'board of peace' because they provide some manner of support for gouging funds from their nation. They're all hoping that they'll have a share in the profits but most of it will land in Trump's 'global peace' Middle Eastern accounts.

Nearly half of countries on Trump’s Board of Peace banned from entering US

Trump unveiled his alternative to the United Nations with great ceremony on Thursday at the World Economic Forum in Davos, Switzerland.

He welcomed representatives from several countries on to the stage and said he was “friends” with all of them.

They included Argentina, Armenia, Azerbaijan, Bahrain, Bulgaria, Hungary, Indonesia, Jordan, Kosovo, Mongolia, Morocco, Pakistan, Paraguay, Qatar, Saudi Arabia, Turkey, the United Arab Emirates and Uzbekistan.
But earlier this year the American leader imposed an even more stringent travel ban to restrict immigration and entry into the US. The administration indefinitely suspended immigrant visa processing for people from 75 countries – and many of them are on his Board of Peace.

Armenia, Azerbaijan, Jordan, Kosovo, Mongolia, Morocco, Pakistan, and Uzbekistan are all subject to the restrictions on immigrant visas, raising questions about the efficacy of the initiative that he said “has the chance to be one of the most consequential bodies ever created”.

While it could be argued if Anakin/Vader would willingly attend such a meeting .... The Joker would not be there. Not as a member or attendee anyway. Even the Joker hates Nazis.

The Nazis looked at history and were like, "Axis was a bad choice, Axis and Allies, who sounds evil here? We need a better team name this time, how about Board of Peace!"
