One of the immediate consequences of NAFTA when it started was that much manufacturing moved to Mexico, because it was cheaper, which meant that large areas previously used for subsistence farming with the surplus sold at local markets were needed for factories and accommodation, and much other land needed to be turned over to much larger-scale and more intensive (though less labour-intensive) agricultural production to feed the newly-industrialised workforce.

That's a lot of people lost their lands and livelihoods, and they have to find work and shelter somewhere, as best they can.

Further south, something similar has been happening with cocaine production.

Enclosures and land clearances are a major theme in British history, with the displaced populations migrating inevitably to the either cities or, either voluntarily or involuntarily, to the colonies, where they were sent as bonded servants as a punishment for crimes of urban poverty like prostitution and petty theft.

It is how the world works, quite simply -- people move because they have to, and that has to be accepted and managed.
