95% of House Democrats just voted to extend the Patriot Act

It was the funding bill. A measure to extend the Patriot Act, rather than let it expire, was attached to it. Democrats overwhelmingly voted for it, Republicans overwhelmingly voted against it, presumably over funding and not the Patriot Act, but guess who gets to claim to be protecting your liberties now?

According to this article, it was Pelosi who slipped the Patriot Act into the bill.

Why?

Hmm, couldn't have anything at all to do with the Republicans in both houses rejecting just about anything the Democrats are in favor of, even if it contains things they'd normally want.... Now could it?

Nah, can't be as simple as showcasing that... There just has to be some other motive, right?

Here’s The Hill’s take on the reason why (FWIW, most folks I know the TH tilts to the right):

The key lawmakers on the House Judiciary Committee quickly realized there was not enough time for Congress to decide what to do about the surveillance provisions before Dec. 15 when they sat down to negotiate this month, the source said, noting impeachment has taken up a lot of the lawmakers' energy.
So they agreed to a 3-month reauthorization to have more time formulate a strategy against GOPers and that thing in the White House.

Possibly. But there's an even simpler explanation: government shutdown. They seemed to enjoy it last time. Fuckers.

As a reason for the Republicans voting against, that is almost a given and only part of the explanation.

What happens to the impeachment proceedings if the government shuts down?

It depends if it is considered essential or not. However typically congress is still in session, although frustratingly while lawmakers are guaranteed back pay anyone else that works there (janitors, staff, and so on) are not. Although I suspect there would be a lot of pressure to make a budget bill their #1 priority.
