I double checked and seems you can do it with IP indeed if person uses static one. Not sure if it would work with all models but few might. Mine can only be accessed when in same network but I assume it can be simulated but it would not do much to know the IP as it is not even the one router uses.
It doesn''t matter if it's static or dynamic so long as it doesn't change from the time the number is found and when a break in attempt is made which would generally be the case. Most routers' setup options thankfully cannot be accessed from the outside world unless that configuration is explicitly turned on. The rest of your last sentence makes no sense to me. The ip that counts is the one shown as your ipv4 at whatismyip.com.
