I guess the problem is that normally in the mindset of the office such things don't happen. And if it is happen many are probably surprised and unable to react in time. Question is why the command chain is not doing much.

Edit to add: The Kansas protestors are basically standing in a circle in the capital rotunda, not threatening anyone or trying to invade the Senate chamber. That's my Kansas: big plans, no juice.
