How we in NL achieve this: Government (ministers and parliament) makes laws and rules.
Judges rule according the laws made by government. They don't judge over the rightfulness of a law.
That is task of the Parliament, chosen by the people.
Our Parliament has two chambers:
De Tweede Kamer: They control the actions of the ministers, approve new and or change existing laws and sometimes make new laws proposals themselves.
De Eerste Kamer: They mainly check if the in the Tweede Kamer approved laws don't conflict with already existing laws or the constitution. They can stop the lawmaking process and sent the proposals back to the Tweede Kamer so they can overhaul the proposed law.
When both chambers agree on a new or altered law, the king will sign it and the new law will be in place. He has further no role in the discussion. He can't stop the law either.
